Section 4811 of the VCC is amended to read as follows:

Enacting this chapter is intended to provide, in cooperation with the county of Ventura, for the construction, maintenance, operation, use, repair, modification, and destruction of water wells located within the city; to ensure that the groundwater of the county of Ventura will not be contaminated or polluted; to ensure that water obtained from wells will be suitable for use; and to preserve and protect the public health, safety and general welfare of the residents of the city.
